Found this on a forum. Is that a Baja Fiat with Citroen 2CV headlights? I suppose they were cheap back then.

I was thinking it was Fiat's solution to the lights being too low, kinda like what VW did in 1960 with the Karmann Ghia. That makes sense though, look how big those are on that face.
