I would guess shiny paint + giant rims - clean engine bay = show car owned by someone who cared more about what it looked like and less how it drove. Often come with deferred maintenance.

Well, the interior looked pretty decent. I would have it repainted factory silver, re-badge and sticker it to be like an original 2002 turbo. Buy some Alpinas, follow some of the threads on the m5board and bimmerforums about swapping the original suspension for that from either an e30 or e36 M3, upgrade brakes and tires, and that would probably be all I could accomplish on my own. Possibly look into sourcing and swapping a S14, but then I would have to drop the turbo badges.
