In the recent issue of Car and Driver, Vol 60, no. 1. They did 30 cars under $30K.
You know what's #1? The 2015 Ford Mustang Ecoboost. I'm not mad about the choice as a whole, but they didn't even drive the damn thing. All they did was ride shotgun. #2 is the current Miata and #3 is the Toyobaru twins, cars of which they have driven and know about.

If you take a closer look you'll see that they're not ranking the 30 best cars under $30k, merely listing 30 good cars under $30k in no particular order.

Not really, look at six (Fiesta ST), seven (Cooper S) and eight (Abarth), those are ranked in order to how they liked those three cars. Even if it's not a best 30 cars list, it's definitely biased to 1 being best, 30 being the least interesting. Look at the last 10, those are some...pretty average cars...not really loved by the car community.
You can see it starts from cars with sporty intentions to then just commuter cars.

Yes, they ranked those three, but only against each other. Nowhere in the section does it state that it is a ranking of best to worst with 1 being best. The Mustang is listed first because it's brand new and most newsworthy.
