Either. We have them here. Sometimes it'll be safe to go forward (ie green upwards arrow in left turn lane) but not to turn left till oncoming traffic has been halted at which time the left facing arrow will light.
If however at a staggered junction it may be clear to turn left as traffic coming from the opposite side may have a left turn only light showing, these probably aren't as common as the previous mentioned ones though.
