My guess is it's a spinner style, only the inside bit rotates.
Awful.
AlthoughI want to see them on a car out of morbid curiosity.

I think the top ones might look cool on a skirted old school car if the spinner part stayed stationary at the top or something and painted body color.

There was a either a TT or a Z car that had similar wheels I used to see occasionally when I was in school in Flint. It was so awful. It was a while ago though so I'm not sure of the car model, I just remember those godawful wheels.
