Gm quality being it's down fall

Are the reasons for gm's recent woes the fact that they are conversely and ironically they have been building better cars?

Keep in mind that until relatively recently the cars gm built were not up to snuff with the Japanese competition. The ignition switch problem which I have some experience with (my first real car was a saturn ion)

But if this car was on its third owner when the problem started( it took my car about 6 years before it started happening) and not it's first owner, would you real expect it to be fault free? An ignition being replaced was not uncommon years ago. I think the general up tic in quality across the board combined with gm's old gm lack of attention to detail, and just cutting corners. Led to the expectation of recalls on 10 year old cars. When in the past did that happen.
