That's Roush's Pirelli Challenge car. I don't know why it's street legal (sort of but you can sort of do whatever you want with MFG plates). More pictures here . I've seen it driving around Livonia a few times, that's where Roush's HQ is at.
Awesome livery on that car.

Yup this guy was in Royal Oak. Thats the best part about living in SE Michigan, all the test models you see chilling out around on the road.
