!!! UNKNOWN CONTENT TYPE !!!
The car is expensive, asking price around 10k but I think I am making progress getting it down to 6500 mostly because no is going to buy it. I am stuck going for this or just getting an e90 for more money but more reliability, or some hatchback (thinking some Ford, Golf, or Mazda 3). Decisions, Decisions. I can't find a decent E30 in my area, everyone one I find is slammed to hell and changed so much it might as well not be a bmw. Any BMW aaficionados have any advice.

Bumper pole, common in Japan, the car was imported from Japan for some reason. Something about the original owner moving with the car from Japan.

I'm a big e34 fan. Hell, I almost bought one instead of the Miata.
I wouldn't pay over $5-6k for it. I know the mileage is low, but as soon as you get it, that will go away. Plus, it's a slushbox, which makes the value even lower. Lastly, the jdm thing will just make it more annoying to sell later. It's clean, but nothing really special. The wheels are nice though.
A nice average mileage 535i 6 speed is only in the 8k range last I checked.

Plus I have a feeling that its been sitting in the sun for a while, the suspension shocks have some surface rust, can't tell if they need replacing if I buy it.

Nah, I don't think that's a good idea.
OK, the miles are really low, but as someone else said it won't remain that way forever. And it leaves some questions on how the maintenance has been done with the car not being driven a lot.
Plus, it's an auto, it barely has any options at all, and I don't think it looks that pristine. It's obviously been washed right before the picture was taken, but that's a cheap trick to make a car shinier than it actually is. So I'd be very careful with it.
Plus, if you're willing to spend 10k I would assume you can find a 530i V8 manual for that kind of money.

The suspension springs looks rusted and that scared me today about what the engine block might look like.

Be careful a grey market car is not the same as a local car. you may think they are the same but a lot of the parts don't interchange.
I remember 1 fellow opponaut that has a 5 series like this from japan and he needed a gasket or something for the rear diff and he couldn't get the parts locally the car was out of service for weeks.
If this was a north american spec maybe but for a eurospec its CP for sure. A grey market BMW is worth about half of what a similar north american spec would go for.
