So my question is is the toddler still falling? Why don't they get some kind of net or airbag to catch it in case it hits the ground guaranteeing it doesn't die instead of waiting around to see what happens?

My guess: either the toddler is on a ledge threatening a jump (and the police have said "eff it"), or the toddler fell in a box and Erwin Schroedinger's ghost has been consulted.

Sounds like a promo for some daredevil prime-time special.

Better title would have been "Toddler that fell from 11-story window expected to survive"

On a more serious note, it is amazing how toddlers can survive things like this, because they don't realize the danger and are completely chill and relaxed as they are plummeting towards solid ground at alarming rates of speed.

It sounds to me like the toddler will fall at some future time, but don't worry they'll survive.

Doesn't the square cube law also figure into this? Less mass means less force (mass x acceleration), less inertia and thus less kinetic energy upon impact, at least that's what it seems like to me.

I suggest a fishin pole and some puddin to lure it back into the safety of his 11 story apartment. Maybe make sure he stops drinking so he doesnt try it again.

That, and diapers can act as a miniature airbag, basically exploding on impact.
