I'm thinking of finally !!!error: Indecipherable SUB-paragraph formatting!!! , though not necessarily this specific one. Will it pick up the data from every code?

I ask because Volvos are odd; surprise surprise. A basic stand-alone reader will pick up the basic codes, such as Cylinder 2 misfire. However, if you want to know what's causing a misfire, you need a VIDA DiCE system, seen below. DiCE has other neat tricks, such as changing the temperature for heated seats. Would Torque or another Android app be able to replicate DiCE and other make-specific systems?

I've ordered one for Iphone off Amazon. You could call their tech support? If they have one, and it doesn't direct you to some strange country that you've never heard of.

I have one, it works. That's about it. I used it to diagnose a misfire on my father's car. you can use it with torque fine, but it's a bit slow to update, but it's liveable.
It depends if you want to get DiCE working, as I never needed to use it for anything.

I don't think it will. I actually have the one pictured. I don't believe its any better than the cheapo plug in ones, I just find it more convenient and can get cool stats about stuff.

I very much doubt so. In theory, it would possible, but beyond the standard OBD2 stuff, the communication protocols are all manufacturer-specific and proprietary (systems such as CANbus only specify how data is encapsulated and transported, leaving the actual content of the data up to the manufacturer).
Sometimes, usually with help from the manufacturer, third parties will pull this off (such as the excellent Ross-Tech VCDS system for VW/Audi), and there's no real reason that it couldn't be done for mobile devices, but I wouldn't hold my breath.

I have a number of these cute little dongles and have been pleased with them. The exact one you linked to is currently running in my 2008 GMC Sierra. Others are used on a 2005 Tahoe, 2012 Tahoe and a 1966 Impala that has been transplanted with a 1999 Chevy truck 7.4 drivetrain.
Torque will display many codes that are GM-specific and the developer is a pretty smart guy. The whole reason I started using it was to diagnose and reset the CEL in the Sierra a couple years ago.
It's cheap enough to at least try it out. What do you have to lose besides the cost of a fast food meal for two? Even if it doesn't help you with that specific code, you will find that it's very nice to just have in general. My favorite graphs are the catalyst temperature.

If you want to know what's causing the misfire you still have to diagnose the car. The generic tool will on give you generic OBDII data on the Volvo but it's enough to diagnose engine issues
