Article forthcoming on how every European commentator's opinion that a non-Euro-based team cannot succeed because "it can't" is pure 'bollocks.' TL;WR — "You, scared." Haas reportedly [by no one] told them all to go listen to Bone Crusher's 2003 single "I ain't never scared." (no, the irony that this is a one-hit-wonder is not lost on me).

Addressed in the article will also be why we need to wait till 2016 to put a car on the grid.

I would love to see some ads from Haas racing with a donked out formula 1 car, just because it would be silly. I would also love for the aero package of the front of the car be shaped exactly like a big-ass middle finger. I immensely want their team to be successful. Like top 7 team on debut.

Hmmm, well, Haas has some cojones for sure but super deep pockets would be best. Sounds like he's planning a slow evolutionary process to get to the grid the right way. Probably should've done a Penske though; get to Indy and then if you really want to go to F1 at least you got some open wheel experience building cars. Then you've got all your engineers, contacts and people in-the-know available to be used when needed. The current idea seems interesting but rather Reventlowish at the worst.

Probably the best endpoint would be a primary manufacturing/testing base here in the US and a secondary operations base with some manufacturing/testing stuff in the UK. Will take substantial dough though to do it right. But beating the Euros is entirely possible, just have to have the right setup to get you pointed in the right direction. Not sure if North Carolina is necessarily the best place to do it but best of luck to him anyways.
