The front end appears to be Buick or possibly Pontiac. Other than that, it looks like someone tried to put a locomotive on top of a car. Ugh...

Looks like the front bumper comes from a '65 Buick Skylark, there's some '63 skylark there as well, grille and headlamps, but modded.
