Inkscape. Actually a very good free program once you learn how it works.

I'm putting the picture under it and just sketching over it. I have to move it to see how it looks symmetry-wise though and to make sure all the lines are connecting.

It's just a pen tool that you use. But the program smooth's it out big time, I could never draw that smoothly.
