There should be a function in which you can distort the layer. You just need to create an arc about 1/3 of the way up on the hood to make it kinda match what a hood would look like.
I'm more familiar with GIMP but if you want, you could totes send me the files (not flattened) and I could warp the stripes for ya

Keep what you have. Create a pointer at the hood bend (about 4 inches natural) and rotate it until the lower portion is perpendicular to the hood line (gon' be a good bit of rotation). Then create a pointer about 3/8ths the way up and slightly rotate it until you have some natural curvature through the rest of the hood plane. Rotations should all be counter clockwise.

Also easier to do if you rotate the psd temporarily until the front lights are completely horizontal.
