You, dear Smart Car®, are not a cat. Just because you fits, does not necessarily mean that you sits. No meter, not even a real parking space, blocked in the vehicle behind. The car may be labeled as "Smart" but I couldn't exactly say the same for the renter.

If that's blocked in, you should see parking in Eastern Europe. If it fits, it's good enough.

The driver of the car behind had been furiously moving back and forth trying to get out. I think they moved about 4 inches each way.

Not at all. I don't care, I'm parked in a garage. What does cheese me is that there are Car2Go parking spots littering the town, where they get to park for next to nothing (or nothing at all). So why take a space that isn't a space?

This is when you get 2 (maybe 3?) people then lift it on it's side onto the sidewalk. Problem solved.
/I hate those damn cars

4 inches is plenty, they're called bumpers for a reason. What I call blocked in is when you and your buddies have to pick up the diahatsu that left you a mm of space. It was surprisingly light.

Other drivers fault, needs a lift kit and 36" tires. Could've went straight over that thing.

Prolly just two. The best course of action is to carry it to the bad part of town, and see what happens.
