Most prominent on the current Malibu. The foremost parts of the car, at the bottom, below the grille. I was thinking they were either for aero, or pedestrian regulations, but I really don't know.

I noticed them on a Jetta in the parking lot at work, too. Pretty prominent. My guess is something aero-related, but I don't know for sure.

I'm 90% sure it's aero-related. Ford has 'em too.

Yes those are indeed "anger" lines as you so eloquently stated.

I read way back that they are for pedestrian safety, actually. The idea is that the part of your car protruding furthest forward is low so that it hits the shins rather than the knees.
It's grasping at some seriously tiny straws (especially the way they've been implemented), but get used to them because they are sticking with us for the foreseeable future.

It's just one of those "me too" styling cues. Believe it started as an imitation of the Gallardo chin spoiler. Everyone wants to copy supercar styling.
Although it could arguably go all the way back to the Jalpa.
