Good place for enthusiasts: Scottsdale, AZ. Cost of living in surrounding areas (Mesa, Tempe) means even poor Jalops can afford to live nearby. Fancier parts of Scottsdale has nice cars. There's multiple car shows (every Saturday, there's the Pavillions car show — hundreds show up). Freeways are smooth, people drive fast. Just outside of the city are mountains / hills. Look up "Tortilla Flat" — that road is maybe 20 minutes from my house, and is a blast to drive. For a weekend drive, there's places like Sedona and Flagstaff to visit, or you can get to SoCal and cruise around there. There's enthusiast groups for literally every make / model you can think of out here. There's racetracks nearby, and a decent sized track scene.
Don't be so quick to rule out desert states!

Except you're not mentioning the scorching heat, and bad traffic anywhere around Scottsdale. Or that every uptight person with a 911 in Arizona lives there, etc, etc, etc. I love AZ, I lived there the last 8 years, and I've never seen that many amazing cars in one place. Or such nice places, in general. Scottsdale is seriously a gem, it has its downsides sure. Cost of living isn't that low, if anything is for people in the upper middle class. You're making me miss AZ man, three more weeks and I get to visit finally. Oh and don't forget the countless gun stores

Well I live in Mesa but work in downtown Scottsdale. For a metro area of its size (6th largest in the US), it's traffic really isn't THAT bad (try sitting on the freeways around LA, then tell me Phoenix has bad traffic). South Scottsdale (near Tempe) is still pretty affordable, way cheaper than other metro areas.
Ok, you win on the heat. No joke, it gets HOT in the summer time. But the other 9 months of the year is beautiful weather. Besides, I'll take 120 degrees and dry over 100 and humid any day. Nothing a trip to Salt River, Slide Rock, one of the MANY lakes, or even a backyard pool can't fix. Plus, you don't have to shovel heat. ;)

Lol I lived in AZ for 8 years good sir. I know exactly what you mean. The traffic is bad, and comparing it to LA doesn't help since I have family I visit often, and I go to work with (My uncle is an insurance broker, so I just chill at his office and talk to car nuts all day long), and he has a 45 minute commute daily.Which really should be 5. The problem is tho, the freeways are bad while the local streets are good. In AZ it is the opposite I've found. I lived in Tucson and had to travel to surrounding areas like Mesa, Tempe, Scottsdale, and drove a lot. I just can't do heat. It gets above 70 and I am uncomfortably warm. But after 8 years, well you get used to it.
I'm temporarily working in Kansas, and boy is it different. I actually see seasons here too. Oh, and i didn't have to shovel this winter bc I just worked from home when it snowed. Wasn't able to work remotely when it was 116 :p
