I think they are/were only available on the Fender package. The instrument Fender, not the car type. The Fender Instruments Beetle package. They all come with fenders of course... just not all are Fenders.. you know what? Fuck it.

More info for the curious:
The model name is "Heritage" and they come in a 17" size only. You can choose either a white or black wheel, and the chrome trim ring and chrome hubcap are completely detachable (and can be bought separately if desired).
These wheels will also fit any other VW with the same bolt pattern! (i.e. Golf, Jetta, etc.)

They no longer make those wheels & hubcaps. I think they only made them for 1 or 2 years.

I tried to configure a new Bug a couple months ago. Those wheels are no longer an option. Maybe they still sell them as an assessory? But they are not available on a new Bug anymore.

Ah, that's what you mean! They don't offer the hubcap and trim ring combo from the factory anymore, but they still offer them as an accessory!
FWIW, to get a new Beetle with "Heritage" wheels, all you'd need to do is order a set of dog dishes and/or trim rings: base models (i.e. ones with these wheel covers) actually have black "Heritage" wheels underneath. :)
