I know everyone has their own idea of paradise, for a car nut it involves smooth, winding, traffic free roads.
The reality of it is thought, picking a place to live requires a lot more thought than "how nice are the roads?". In the real worlds adults have to deal with things like taxes, local economy, location (how far from available work, stores, etc), weather (does it rain 340 days out of the year?, average temp, etc), and much much more.
Being an automotive enthusiast, things like road conditions, population density, and weather patterns come into play (because lets face it, owning a car you can only drive 3 months out of the year sucks). So I thought to myself that maybe we could put together a comprehensive list of areas that are great places for car people to live, but not just based solely on car related reasons (because southern CA is a great place to go driving but the taxes might literally kill you...).
As per me; I chose the desert.
Great roads, some decent driving roads, lots to do, no state income tax, and a relatively low cost of living. On the bad side of it, its hot, there isn't much water, dealing with the massive influx of tourists can be a PITA, and it's HOT...
So Oppo, what place(s) would you recommend and why?

The Carolinas. You have epic mountain roads to the west including Tail of the Dragon, you a major NASCAR super speedway and one of only a few (if not, the only) 4-wide NHRA-approved 1/4 mile drag strip at Charlotte, the old and famous Darlington speedway, sandy rally courses (Sandblast Rally), and the weather's pretty mild for most of the year. Oh, and SC doesn't give a shit about emissions or cars as long as it has turn signals, a handbrake, and reverse lights.

Colorado doesn't have the best roads in the country [quality and engineering] but does have some of the best roads in the country [variation and hoonability]. I love taking a 15 minute jaunt out of the city to find another windy mountain pass I haven't driven yet or a crevasse I haven't gotten stuck in yet

The cold just ruins many things. First and foremost, driving a jalop car does exist during winters, but in much less quantity and far fewer jalop cars are capable of it. This means the majority of jalop cars are out 6-7months out of every year.
If that isn't bad enough, the cold destroys the streets. Even if I know of a very nice roadway, it likely has large potholes and cracks everywhere that will ruin your car if you don't avoid them. Obviously, because of the nature of roadways, you may not always be able to safely avoid a pothole.
That isn't enough to stop me from living in the midwest, in fact I went on an absolutely GORGEOUS cruise a few weekends ago. But it isn't ideal for a jalop.

Colorado has so much variation. Part mountain range, part high desert, part regular desert, part plains. It may not offer the best experiences - plenty of places offer better overlanding, hot rodding or corner carving - but it certainly offers the widest range :)

This is true in many cases, but not always. For example, I spent some time in Montana last fall (almost winter). It gets very cold in Montana, and they have lots of snow, which ends up with salt too. but the roads were very clean and clear, and where there were potholes and frost heaves, the roads were repaired properly. Now I am sure there are parts of the state in far worse condition than the area I was in, but that area (Bozeman area) was well maintained.

Going by this list, I have to say North Georgia is really #1. It seems that Mr. Orlove was too distracted by the mild weather, twisty back roads, and emissions-free diesels to remember some of the other fine points. Specifically, the best place is the northeastern Atlanta suburbs. You might know that that's where I live (you shouldn't know that, but maybe you're a stalker) so I'm probably biased, but it's a spectacular area for driving.
1. What world-famous "ROAD" is northeast of ATLANTA?
2. As long as you live here, you can get up to pretty great speeds on the freeways. Cops rarely pull anyone over as long as you're within 10mph of the limit (unless they're being pissy) and even then, as long as you're keeping up with traffic, they're more likely to pick out-of-state license plates because they're dicks, I guess, but whatever. I'm not saying you can get away with speeding all the time, but I am saying that there are plenty of stretches of clean, straight, empty highway with no hiding spaces that are just asking for a brief cruise into the triple digits.
3. Atlanta is huge and wealthy, and there's a pretty nice car scene around there if you know where to look.
4. Head in the other direction and you're in the middle of nowhere with all those badass back roads. There are also a good amount of dirt roads and, since this is the deep south, a ton of "totally legitimate" off-road trails scattered around in the strangest of places.
Long story short, there is something for everyone and if you disagree then shut up.

I would go central Texas. Just the right amount of everything, and no real winters.
Want Canyon roads? Sure they aren't southern California, but go around Austin or the Devil's Backbone and this is pretty typical:
Plus, you never get bored in central Texas... Lakes, rivers, backpacking, partying:

Amongst the vast nothingness that is NY state, a lush patch of green and gorges is Watkins Glen/ The Fingerlakes area. It is a suprisingly supportive area for the automotive enthusiast.
#1 The dude who taught Bernie E how to shake down race tracks for millions- Cam Argetsinger insisted the road course he laid out amongst the curvy roads that dive through dramatic cliffs was comparable to the classic Nurburgring.
#2 93 octane is available everywhere. 104 at WGI.

Nowhere on your map!
Rural Southern Bavaria is quite a nice place. Tons of winding country roads for your driving entertainment. PLUS you have the Autobahns for high speed stuff. Also lot's of opportunities for road trips. A day's worth of driving takes you almost everywhere. Fancy a cafe au lait in Paris, or a Schnitzel in Vienna, some beers in Bruges, or in London if you are more into ales, some Labskaus in Hamburg (a local specialty there which looks like vomit and doesn't even taste much better), smörrebröd in Denmark or Palacinke in Budapest... it's all just a day's drive away. And isn't that what road trips are meant for? Learning about new cultures, meeting strange new customs etc.?

The cool thing about the Watkins Glen /finglerlakes area is that between Skanneatles and Seneca lake this scene can be found in many residential backyards and the roads that are cut between them are usually challenging even at posted speeds.

Not here! Not on the coastal plain, anyway. While there's a healthy enough car culture here, the roads are absolute shit. If you enjoy a little bit of illegal stoplight to stoplight drag racing, Fast and Furious style, then this would be the place for you because this place is only slightly less flat than Kansas, but the roads are even straighter, somehow. If you did enjoy that, then you'd think this place was heaven, right up until you hit the first of the nearly infinite number of potholes that litter the roads. All these damned Yankees moving down here bringing in gobs of property tax revenue, but not a dime of it for road expansion or repair.

Lime Creek Road is just a few miles from my house.
Out Anderson Mill, through Volente, up Lime Creek to 1431. Go west to Cow Creek, north through the back country then 1174>1869 for some high speed passes on those giant straights. Back down 183 to home.
Makes for a wonderful spring afternoon if you don't get caught behind the tourists looking at bluebonnets.
Now if they'd make track days at CotA affordable for the poor folk I'd say Austin should be high on the list. Without that, it's not a perfect spot. We have to go all the way to New Braunfels or College Station for semi-affordable track days but we have an F1 track _right here_.

As much as it saddens me, probably Nevada. No income tax, weather is good enough for summer tires year round, interesting roads and race tracks. As for some of the other nominations, gas is too expensive in California along with everything else, Colorado's elevation robs your car of its power and Hawaii is one huge expensive traffic jam.

No snow/ice/rust.
At least eight road race/trackday venues I can think of off the top of my head. F1.
NO STUPID SALTY ROADS.
Lots of good driving roads all over.
Lots of space. Land = cheap. 14 car garage? No problem. Build it.
