in certain states we do. Here in Maine we have them. The inspection on them is very light. Brakes, tires and lights

The whole law regarding modifications is based around a so called 'base car' which means completely unmodified car. There's certain percentage given to each part of the car and if the sum of modifications goes over certain percentage the car is considered as brand new and it must be taxed and tested (the same tests that manufacturers have to go through) again basically making it impossible to have very extensively modified car legally in street use.

wow, yeah these plates remove that restriction, though the chassis has to be prior to 1995 I believe. Anything newer and it has to pass emissions and a more thorough check for stock-ness
