Hmm, I'd call it a Np for slightly less. It's a collectors piece, but it feels somewhat expensive for some reason.

Not enough detail to say, but if it's a really nice one to go with the mileage, I'd say NP. Of someone else's money.

NP.
The classic-ness alone means it could likely be resold easily. Tune up, new tires, check interior is actually good. Then sell it or drive it as a restored 600. NADA top end is better than 12k.
Talk him down to $5 ish I'd say, but NP regardless if you want a ~30hp oddity.

Probably because it is not your style, and its a Honda (I drive a classic Honda doesn't ring exciting).
