In Arizona, we as a population just shrugged them off until they discontinued the program completely. The Notice of Liability is NOT legally binding, and the worst that could come from ignoring one (under our law) is that they would send a process server to your door to give you an actual notice to appear ("citation"). You would be charged an extra $25 on your ticket if this was the case.
The thing is, IIRC, 3/4 of people ignored them, and they could only send process servers to something like 7% of those. The entire program collapsed when its value as a revenue stream was shown to be illusory.

In lieu of a mask, your sun visor will suffice. Also, if you hire a lawyer to defend your case, then there is no proof of your face in the courtroom.

Basically they can't prove who is driving, so they go after the car owner instead. They don't call them a ticket so it's not a criminal matter. Instead, it becomes a civil matter. No points taken, but failure to pay could go on my credit report. The biggest problem is I don't get my day in court to meet my accuser or call witnesses. In Ohio, it's been recently called unconstitutional, but the cameras are still operating in Cleveland. There is a bill that would outlaw it as well, but it's been held back. Lastly the company that leases the equipment to the municipalities make 40% off any ticket.

yeah, it's at night and the view of the car is from the back. Impossible for them to see who's driving.

Call whatever court district or Police Department issued the "ticket" or whatever you want to call it, and either request it be dismissed, or demand a day in court if you believe you can fight it.
Or just pay it, even if you feel it is unlawful, its the easier route.

The defense is simply that they don't know who is driving so how can they give you a ticket. I don't know what the lawz are there but I wonder whether they might have another pic of the driver from the from that they don't send you?
