There's a rust free '64 Volga M-22 Universal for sale on Nettiauto.com for 750€ ($1034). And it's in neighboring city! There's not much information about it on the ad so the cheap price might indicate that it doesn't have any paperwork but as it's probably lived its whole life in Finland even that wouldn't be insurmountable problem. Really, if I had a place to tinker with cars I'd be on my way to check this.

Those letter in the front fenders are telling that it has been registered as a van and it doesn't have a backseat. And for taxation reasons it will never have one. At least not in Finland.

I prefer the newer one and I want to have Volga m24 in someday in the future.

Because of those numbers I assumed that this wasn't an import. Technically you could have a backseat if you removed the rear windows.

I was quite sure that the conversion back to passenger car would be impossible without paying taxes but i investigated this thing a bit and it seems it might actually be possible. I found answer about this from our vehicle administration guys that car was been taken to use before 15.11.1967 could be changed to passenger car without additional taxation. You can probably ask this from the vehicle administration taxation guys to verify it.

It seems that VW guys have been converting 70's vans back to passenger cars and they had to pay taxes something around 900€ for it.
