I'm considering a Crown Vic, I mean not just yet but sometime within the next year. They're just so cheap yet so cool.

From someone who owned an '01 and now an '08 P71, I can say you'll probably need to catch up on maintenance because usually these cars have been through a lot...
I don't know much a civilian versions except that they are usually more expensive but also in better condition than cop beaters.

Make sure the car has not been in an accident before. Get it thoroughly inspected before buying to make sure the frame is not bent or anything related to direction is not all messed up. Some people selling these will try to convince you not to get it inspected and give you a cheap price. Never fall for this.
As a noob buyer at the time, I've been through hell with my 01 because of this. It could be bad luck, but a full inspection would've told me what the car was really worth...
This is my advice to avoid a lemon.

Four wheel disc brakes
Larger anti-sway bars
Dual exhaust
Transmission and power steering oil coolers
Anti-stab seats
Potentially has a limited slip diff
Faster and better than Crown Vic in every measurable way
It was produced as the Impala SS for civilians, but they are a lot more money. Here is one outrunning Crown Vics and a helicopter.

At a bare minimum you can find some real high mile pieces of shit for 5000 and up. Your average clean car will be from 9-13 grand. 14k on up its either lower miles or well modded with a supercharger.

The LT1 had optispark and the B body has an absolutely horrid build quality. My friends 94 9C1 used to drop the door panel every time you shut the door to hard.

If you can, go for a long-wheelbase version. They have a couple inches extra legroom int the rear, which is nice.

Shhhhh, don't tell anyone about the optispark. That is actually not as bad to replace as people make it out to be. I managed to do it myself, and that's saying a lot. You generally get about 100k out of them, and many people have never had to change them.
On build quality, I don't think either of these cars are exactly the shining pillar of American build quality, interior wise. Mechanically, they are both incredible.

I wouldn't say the 4L60E was incredible. I know neither interior is going to compare to say, an E34 5 series, but the panther interior was a lot better built than the B body interior. The B body was just much more powerful with the LT1
