When they had an open formula, where engine manufacturers could go either the NA route or the turbo route, not many went turbo. Renault built one and after initial hiccups, started dominating. By mid/late 80s almost everyone went turbo except Honda who were still dominating with McLaren. Then blew everyone away with their turbo when the formula switched over to turbo only :)
