Indy ovals, though I don't think it actually made a significant difference in the handling, so it never really caught on.

PushToStart is wrong, it's for moving weight as far left-side as possible to help with handling. People still do this today, regulations is why no cars can run offset like this anymore, so getting left-side weight is done through moving weights around as much as possible.
