Found while searching for my own car on Streetview. I'm not sure why else anyone would be reaching through the window like that. Of course, I also have no idea who'd be stupid enough to rob a car in broad daylight. Thoughts?

Possibly, Probably. Definitely, nobody else reaches into a car, without opening the door, and while looking away from the car.

To be fair, he could have been handing something to the driver and just looked over because, whoa, it's the Google car. Still really suspicious.
