If you cause trouble (shooting, blowing things up, etc.) the police will respond. In Online if you're sighted they will pursue you and shoot to kill (in single player you can get arrested if you have a low wanted level).

Yeah, me, because aiming your AK at the sky is a crime in Los Santos apparently, but my GTR was too fast for them..
