I remember this exact thing happening in Raleigh in January 2005 Took me 5 hours to get from Knightdale to RDU to pick up my dad. All of the pictures I've seen today are almost carbon copies of that.

It may look counter-intuitive, but engines still produce heat when turned on even in winter, and gasoline is still a fire hazard. It's not like an RPG where the car gets a [+10] resistance to fires just because it's cold out.
