Call the company. Report the unsafe condition. Or better yet, call the police. Does the DOT regulate company trucks in your area? That would definitely fail state inspection and be subject to a fine I'm guessing.

I could, but there were no markings to indicate which truck it was out of their fleet, and I can't make out the license plate in the picture. But still, that's probably worth a shot. At least if it blows, the other one next to it should keep the truck steady enough to pull over.

X2 this shit really happens. Call it in, don't need more dangerous debris on the highway that should have been avoided. Tire chunks are the worst, I hate hate hate hate hate hate them!
