That idle surging while cold is likely the idle air control valve. I had this problem with a D15B2 honda engine a few years and 200,000 miles ago (up to 43x,000). That does kind of bother the car though. Revving up and down like that right when it starts is kind of bad in that 1) the engine is cold and 2)oil hasn't gotten everywhere yet. You want an engine to be up to operating temp before it revs much at all. Such practice will keep small 4 bangers running ~forever with regular oil changes and spark plugs and belts and valve adjustments.

I know it's the idle control valve but I can't find one at a scrapyard and I will not pay $650.00 at the dealer. if ever I come across one at a scrapyard I will change it for sure.

I did they don't have one. about 2 months ago they had it for $148.00 and now it shows as unavailable. I should of bought it when I first saw it.

That totally sucks, dude. There are websites here in 'murica that various junkyards pay to list all their shit on, perhaps you could try one of those to find one.
