I was shipping my present to my bro in south korea and after going though the entire process of the guy putting in all the info (about 15 min) we found out he put the country as north korea. So we had to redo the entire thing!

Yep, but typically it needs to be DHL or interface with them, as the number of carriers operating there is limited to pretty much DHL. Also, container stuff has to go through a pretty contorted set of content declarations with State if it's coming out of the US, and anything going through the hands of the Chinese customs can be trickier - despite overland delivery from China being better for some things than sending through Nampo.

You can, but it has to go through intermediaries - eg, North Korea via China.
