That was part of the East Coast Road Trip special on Top Gear, Season 16 Episode 1. The first one to arrive at a location in New York got on the program, James won hence he got on the show.

I was just watching that episode last night, and I thought I'd check out that show. I always assumed it was either fake or he was just in the background for a shot or two. I never thought he actually did an interview!
