This is private property. If you dont have a parking pass or guest pass on your car and you are not in guest parking you get booted.

This issue with guest parking is its about 8 spots and like 1,500 people live here.

Apparently not...

Another issue is a lot of people that live near guest parking like to park there all the time so they dont have to buy a parking pass. So tops you get one or two open spots.

Angle grinders are always good for removing boots too - you can run them with a 2kw DC-AC convertor from your car battery, but they make a lot of noise and can damage your tire/rims if you aren't careful. Plasma cutters are quicker/quieter, but they will require serious amps from 110/220V power — not something you'll find attached to your car battery. Most boots will have a small lock or adjusting mechanism that you can easily snip with a set of 36-inch bolt cutters. Leverage is your friend.
