Yes it is a 240. It was 240-bolaget workers special ''farewell'' project that apparently sparked from an idea somebody threw out.
240-bolaget was a subsidiary Volvo founded to handle the production and marketing of the last 240's.

FYI: the text on the door means "short lead time" (the time between an executive decision and its implementation.). Lead time was a buzzword in Swedish business management for a while. So they might have made this car just to poke fun at upper management.
