Possibly, there does seem to be a distinct lack of shock. That said I wouldn't put it past them buying new wheels but reusing the wrong type of wheel nut or something.

* Edit: 2014.10.16 - Spacer and wheel studs snapped.Bolt on machined ones with no brand and they were on the car when purchased

Sounds possible. I noticed that my local halfords had some pretty sketchy looking wheel spacers on sale, they would probably fail as spectacularly as this.
