What's your definition of street? Can it be built by a person, or does it have to be a corporation? Seen some N/A Honda Civics running stupidly high power levels on an NA engine on the street.

That Cossie engine is a race-tuned special, and if you allow that kind of thing, then yes, various things can beat it. I suspect actually the most powerful is the 3.0l I4 from the Porsche 968.
Or two Mazda 13b-DEI engines in a row, making 370+ bhp.

If you saw a Ferrari 458 Speciale V8 in half you end up with a 303 horsepower 2.3 I4. So that one.

Pontiac SD4: 3.2L 330hp. They never sold the engine to the public (race cars only) BUT they would sell you the individual parts needed to build one yourself.

Not bad! I built a sleeved k24 crank F20c that's making 280/200 to the wheels 12.5:1 pump gas. Not cheap, but torquey, nice idle street mannered, reliable, and easily reproduced.

If you're accepting modified cars, an s2000 motor can output 320hp when extensively modified. Js Racing in Japan.
