First thoughts: I know why everyone doesn't like this. The problem is they're thinking of it as Horizon 2 (Which it really should be). In reality, it's just Horizon 1 on a better map with better dynamics and more cars. Still, awesome game.
Graphics? Meh. Could be worse. A word on graphics. The environments are pretty bad, the blacks are pretty bad, the modeling is great, the colors are off.
Driving dynamics? 1000X better than Horizon 1. I mean, seriously. Go try it.
Map? Awesome, but a bit tedious to get around.
Also, discount signs are no more, but it's easier to get money.
Cars sound much better, but are pretty quiet. As in, you can't even hear them at idle.
And another important detail: Rather than having to tune your care to a rating (I.E. S700, A600, etc.), you tune the car to whatever level you want and the cars you're competing against are modified to a similar level.

I know it's hard to try to describe driving dynamics through text, but how does they feel compared to Fourza? Are the physics more realistic vs arcade?

Yeah, but even fully up the cars are disproportionately quiet to the sound effects.

Would you suggest saving up and getting an XBONE version, or just getting the 360 version?

I went straight from playing Fourza to this, so it's odd. There's much more skill required in Fourza. The cars in H2 feel much...tighter handling wise, especially when stock. They are much much more realistic than H1. The cars also tend to slide more, even if they're AWD. The handling in slower cars is much sloppier too.

Embarrassingly, the tach on the Xbone's Huracan is modeled incorrectly, whereas the 360's is correct. :/

I'd just get the 360 version. If you didn't have many other games you were planning on playing on the XBONE, it seems pointless. The problem is it's a brilliant game which will always be compared to the other version.

The sound really let me down in Forizon 2 (what it should be called). Especially since I think the Forza series generally has MUCH better engine sounds than any other driving simulator.
