Forty years ago in a small surburban town where everyone knew each other, if you wanted to street race with the big boys, you had to race a cop first. If you won, the "unwritten rules" were explained to you (where to race, when, other activities allowed, and what was out of bounds). But if you lost, every little infraction got you a ticket and you had to sit and wait for the cop you raced to come and issue it.
Hell, on one visit after I went off to college, I got a speeding ticket put on my car when it was parked at the community hospital. The ticket read, "I know you're going to, and you know I'm going to find out, just write in the numbers and mail your payment." He was just butt hurt because I beat him in my XJS. And, no, I didn't mail it in.
