Thought about it for a second, and rubber flexes. You'll break/bend/lose less studs hitting something hard if they can give a little than if they were attached to something solid.

When I was a kid, I ran the studding machine at my dad's tire shop every fall....probably studded hundreds of snow tires......never seen anything like this :-)
