That was a 1980 mandate. Even if the car could go faster, the speedo could only go up to 85 legally. Even the Mustang SVO said 85

Really? I had no idea. I'm from Canada, so I don't exactly have much experience with older U.S. speedometers. I was just going by what I found online, which says that they began phasing them out in '81.
