With MPG figures north of 65, this little cart is a BMWified version of the Italian Iso Isetta (more on ISO in later articles, they actually had some of the best looking supercars you've never seen). The Isetta was a captive import in several countries but BMW's was a cut above the rest. They BMW'ed this car so hard, their Isetta didn't share even a majority of its parts with it's Italian namesake.

What you are looking at is this thing's engine located in front of the back wheels. BMW's version was good for about 18 bhp allowing it to rocket at an astonishing 50 mph on level ground, with a tail wind, when it's 50 degrees outside.

Also difficult to distinguish from a photo is that this is an interior shot you're looking at. See the steering wheel to the right? The bench seat? Yeah that's literally the interior. You were supposed to sit in it like so, with your whole family as if you're invincible super people:

A team was using this for a run-around paddock car at the Hawk Vintage races at Road America this summer. It was the best. And yes, it has training wheels. The driver is a former auto-crosser who was taking corners a little too hard for it, and tipped it over once.
