I figure the light blue is the French national racing color, but what's up with the others?

Good question. Wonder why the 206 and 908 didn't wear them.

I think it means cut all electrical wires - red, black, yellow and blue - to replace the harness. Soon.

It used to be the colors of Peugeot Talbot Sport back when Peugeot owned Talbot.
Before Peugeot took ownership of Talbot, its racing colours were blue and yellow as shown on the 504 bellow.
In the meantime, Talbot's colours were light-blue and red.
When Peugeot bought Chrysler Europe in the mid-70's, they also got Talbot and its racing department. Peugeot and Talbot's racing department work closely together and formed what was known as Peugeot Talbot Sport. This new entitety took the colours from both companies, creating a red-dark blue-yellow-light blue scheme, and used the following logo (know as the PTS flame).
When Peugeot decided to kill off Talbot at the end of the 80's, Peugeot Sport ketp on using the PTS color scheme. That's why you can find it on a wide variety of Peugeot's vehicle from the mid-90's (205 rallye, 106 rallye, 306 rallye, ....).
When Peugeot got back into rallying at the end of the 90's with the 306 Maxi, they gave up on the iconic livery.
You can still find the PTS colours in Peugeot Sport's logo, but the cars were now sporting sponsor liveries (ESSO Ultron on the 306 Maxi). Their following racing cars, be it the 206 WRC or 307 WRC also had sponsor liveries, but with Total and Marlboro as the main sponsors (only ESSO then Total for the first 206 WRC).
When Peugeot went back to Le Mans they also used a new, completely different color scheme. It's only recently, with the 208 Pikes Peak that Peugeot Sport went back to its old PTS colour scheme, and now they seem to use it everywhere, and I absolutely love that !
