Not to mention the cop was right on their tail plenty long enough to get the plates off the bike he was getting away on. His "Good Samaritan" buddy could easily get busted as well.

I more meant jump out and grab him. While he was getting towed/trying to find someone to tow him, the cops could've just jumped out and grabbed him without even tazing/ramming/anything else. At least, that's the way it looked to me.
