What are the two horizontal pieces going from the hub to just above the exhaust tunnel? Do they control toe? The odd way they're connected makes it look like they're something to do with alignment.

Those are lateral links, they are to support the hub and wheel under side load and most likely also control at least one aspect of alignment, toe or camber, or both.

Correct! You can see the eccentric bolts at the inner mounting point. They are a great multi-link suspension design because they are easy to adjust and likely have degree marks on the washers, allowing you to get them pretty close on the first try.
