Out of respect for Jules Bianchi Marussia will run only Max Chilton's car this weekend while Alexander Rossi stays as reserve driver.

Really hate to be skeptical but... Is it because Rossi doesn't have Ferrari money, and thus, there's no money to run the car?

you are skeptical, but Rossi was gonna take Chilton's place at Spa until Chilton finally stumped up the cash, so maybe he has the cash. besides, if it were about de monies wouldn't they just call someone like Andre Lotterer and get him in the car for £££££££££$$$$$$$$€€€€€€€€€€?

You always hear that the drivers nowadays pay to pilot F1 cars. But how does it work? I mean there are adverts on the cars and they have sponsors that should certainly be interested in seeing as many cars on the grid as possible driven by the best drivers that they can get? Is the sponsor money just peanuts compared to what the drivers pay?

I don't want to disparage Marussia's intentions but I think it would be more respectful to have Rossi run the race with Bianchi's number or something like that. IMHO.

A team like Marussia gets very little in terms of sponsorship... They will take money from anyone they can.
Obviously, you have to be able to obtain an FIA Super License (Requires x number of KM tested in an old F1 car, winning GP2 or FR3.5, or participation in x number of practice sessions. Sure they get on the team by way of cash rather than talent, but even Max Chilton could beat the pants off anyone in an Am class like Prototype Challenge or LMP2.
Pastor Maldonado pays Lotus (by way of the Venezuelan national oil company PDVSA) something between 20 and 40mil USD each year. Grosjean brings sponsorship from Total, and is then paid by Lotus.
Some drivers drive in F1 for free (the teams don't pay), but collect a stipend from their personal sponsor in return for their logo on the car. Some are paid by the team, but are hired because they bring in Sponsors (Fernando Alonso and Santander). Some genuinely do it for free. Some are given massive checks since they drive for a works team (Red Bull, Mercedes, Ferrari, McLaren)
