I was reading the 2014 F1 Engine Rules

The only items specifying the fuel flow are these:

5.1.4 Fuel mass flow must not exceed 100kg/h.

5.1.5 Below 10500rpm the fuel mass flow must not exceed Q (kg/h) = 0.009 N(rpm)+ 5.5.

5.10 Fuel systems :

5.10.1 The pressure of the fuel supplied to the injectors may not exceed 500bar. Only approved parts may be used and the list of parts approved by the FIA, and the approval procedure, may be found in the Appendix to the Technical Regulations.

5.10.2 There may only be one direct injector per cylinder and no injectors are permitted upstream of the intake valves or downstream of the exhaust valves. Only approved parts may be used and the list of parts approved by the FIA, and the approval procedure, may be found in the Appendix to the Technical Regulations.

5.10.3 Homologated sensors must be fitted which directly measure the pressure, the temperature and the flow of the fuel supplied to the injectors, these signals must be supplied to the FIA data logger.

5.10.4 Only one homologated FIA fuel flow sensor may be fitted to the car which must be placed wholly within the fuel tank.

5.10.5 Any device, system or procedure the purpose and/or effect of which is to increase the flow rate after the measurement point is prohibited.

Notice that they only specify below 10,500 rpm, but then 5.10.5 comes in and wrecks the fun.

I say give them a fixed amount of fuel to use, and stop with all these silly fuel flow regulations.

Then you end up with everyone setting their maps to mega economy for 2/3s of the race then going up to super boost for the last few laps. It essentially turns the race into 1/3 the length with a long processional start. It also makes the last portion of the race more dangerous as one of the reasons (in addition to the stupid attempts at making racing relevant to efficiency driving) is to slow the guys down.

The only way to encourage flat out racing the whole way is to limit the fuel flow and give them a tank just large enough to last to the end.

I say let them put in as much fuel as they want, and let them race. This is racing, not a weird hypermileing experiment your uncle like to go on and on about at Thanksgiving.

Yeah

But, that's only mass flow, use a fuel with less mass, and you can flow way more.
