It took a lot of tries, apparently. But this guy managed an impressive BTG 'Ring time.
The guy drives a 1993 Citroën AX 14D, a 720 kg little NA diesel car with 52 hp.

I was wondering the same thing. My guess was insurance-related.
Or maybe you don't want it be known to certain people that you did over 24000 km worth of laps in the past 7 years. That's some 1200 laps, or on average 3 1/4 lap each week.

The AX actually had a fairly good reputation for handling and driving fun, though I don't think anyone's going to argue that a largely standard AX diesel is anything less than sloooooooooooow; quite apart from the stodgy power, the diesel-engined versions weren't as good to drive as the petrols, because of all the extra weight over the front wheels.
The AX would later go on to become this, widely praised as one of the best handling hatches of the 1990s, and a worthy successor to the 205 GTi, which is possibly the greatest hot hatchback ever made:
