I believe it's meant to put a pitot tube up in some undisturbed airflow to get the best possible reading of airspeed. The airspeed figure will be used as a basis of comparison for any downforce and suspension loading measurements they are taking.

The FIA are installing a graphene based ultra thin wire mesh over all Formula 1 circuits in 2014. The wire at the top of the pole runs along the mesh and powers the KERS and electric turbos.

If the trial is successful, 2015 will have all engines powered by the wire mesh.

Hopefully in 2016 they'll install rubber bumpers on all cars, and then shit will get really interesting.
