The ad is only 2 days old, but claims this Skyline R32 was just sold and he's got another one being shipped on the way. Scam? Coincidence? No idea but I would give my left nut for a GTS-25.
A few mods, and a relatively conservative 12000k price tag. No license plate, so it was probably sold unregistered. It could still be a scam, but given the 25 year import ban is up, it's entirely possible someone brought it over from Canada.

If you are REALLY adamant about skirting import law (particularly if we aren't talking about guns, drugs, or people), it isn't exactly impossible.
This, however, does not mean that you could ever get this car registered or insured legally.
Hang on to that left nut for another year or two, and legally buying an R32 GTS-T will probably end up costing around 8-12K...which is money that I don't have either, but, in the grand scheme of things, isn't that bad...
I'm holding out for a GT-R, personally. Looks like I could secure one of the 89's right now (with a pickup occurring in August...and assuming that the company I've been following is on the up-and-up) for ~15K before taxes and whatever else the hell Big Brother makes me pay.
TL;DR, I'm right there with you.

Probably came through Canada.
A few importers jumped at trying to bring them in early. You can see in the comments of my post a guy named Tyndago. That's Sean Morris of International Vehicle Importers. Formerly a Motorex employee, and someone well known for calling out shady importers in the Skyline world. The owner of Nostalgia Imports found out about the R32 coming in from Canada when Sean Morris announced it on his facebook page. (He did that before writing the blog post Jalopnik eventually picked up)
He also claimed on his facebook page that when he brought over his NISMO R32 on show or display, he asked the customs official in long beach whether they looked at the month of production or not. Customs official said no, so he took that as the law.
Basically he's saying it was his idea to try to skirt the law in the first place. Then he started making blog posts about how it's legal on his blog gtrusablog... and started saying he was going to have cars landing from Japan in 6 weeks...
My favorite part is "We know the laws, we have been doing this longer than anyone."
